1.应该改写成He is an absolutely honest man.因为这里absolutely 是修饰形容词honest的,所以应该用副词.
2.of 介词后面只能跟名词,和它后面的名词构成介宾短语修饰前面的名词man.介词of所构成的介宾短语修饰前面的名词,用来表明前面名词的属性.在这里of absolute honesty就是说明前面man 的属性的.因为这里是修饰man 这个名词的,所以应该是定语,不是宾补.宾补一定是放在宾语后面的,而这个句子是个主系表结构的句子,根本就没有宾语,man 在这里是表语.
3.可以写成 He is a man who is absolutely honest.who 指代的是man,所以后面的动词应该用单三式.而is 是一个系动词,后面应该接形容词作表语,所以用honest 而不是honesty.
4.这里all over the country 是地点状语,不是定语,也不是修饰agecies的,而是修饰has agencies这整个谓语结构的,所以不用of,（可以参考第一条中我所解释的of 的用法.）
