我读到as to 时有点障碍,这里的 as 和to 怎么理解,as是什么?因为?

我们主要使用语言作为人类间沟通的手段.
每一个人共享其所在社会共同体的词汇、词义、及其约定俗成的使用这些词汇表达特定信息的方法.（也就是有共同的词汇、词义、语法）
我猜测,agreed conventions as to the way 约等于conventions of way,某种方法的惯例,什么方法呢?把词汇恰当安排以传达特定信息的方法——也就是语法.我也不知道as to 是否含有某种细微的意义.
