二十世纪以来，计算机技术发展迅速，尤其是互联网技术的迅猛发展，已经把整个世界连为一个整体，使得当今社会的发展已经离不开信息网络。它不断地改变着经济、社会、文化的结构和运行方式，而且其传递的信息中涉及到金融、科学教育、军事等各个领域，在给人民和国家带来方便、高效的信息共享的同时，也给网络信息安全带来了许多问题。在当今国际竞争异常激烈的形势下，网络信息安全越来越受到世界各国的关注。本文从网络信息安全问题的产生和特征、网络安全的主要技术、常见网络攻击方法及对策、网络安全建设等方面阐述了我国现阶段网络信息安全存在的主要问题和制约因素以及如何从技术和管理等多个层面构建具有中国特色的信息安全综合保障体系，确保我国网络信息的整体安全。
